I have 3 roasters that are not able to melt a cube of butter and yet I get burned if I touch it by mistake on the top rim. Is this normal?

Not usual. It is typical that they get hot outside. If they are Nescos (and some other brands) the coils are around the side of the pan, not on the bottom, and you must preheat to melt butter.
