Hi Ellen,
How do I cook hotdogs in a roaster without a rack? Also, can I cook 40 hotdogs at one time in a 18 quart roaster?

Boiling (simmering, actually) is the obvious choice Steaming tastes better, but you need a rack. $0 at once is fine.

And here is how to do no rack, fast cleanup steaming:
Use skinless, they don't shrivel up.
In a large electric roaster, fill with hot water (about 3 inches), put a disposable foil roasting pan inside with a few holes in the bottom and cover with the hot dogs. Set to 350-400. Steam to perfection in about 15 minutes. Plus, turn to 180 to hold and they stay warm without drying out.
