Most modern recipes include baking powder and only add baking soda if there is a high-acid ingredient such as buttermilk, cocoa, or honey. The soda reduces the acid slightly, allowing the best rise. If you omit it, the cake will be flatter and the texture not so tender.
If soda is the only leavening or rising agent and you omit it, it will be flat and tough.
