Serving dinner rolls

How do you suggest I serve cloverleaf dinner rolls for a dinner theatre. I have 15 dozen rolls, and would like to set them on the table in a basket, with butter in little containers.

I am serving 130 people.

1. Do you suggest a basket on the table and with how many per person.

2. Rolls put on plate with meal. One per person. ( I have plenty of rolls to use)

3. Servers passing out rolls...

The very nicest service, if you have plenty, is to put them on the tables in baskets wrapped in real cloth napkins, with both the rolls and the napkins warmed up and as close as you can get to two per person. Then have servers keep an eye on and refill the baskets. If plated, they should go on bread and butter plates, NOT on the dinner plate.
