Two thinks my mother told me: Never operate a microwave empty - it must have at least a cup of water in it. Never use a crock pot empty and it must have liquid with the food. Are these statments true? Will it cause damage to the devices? Can I use a crock pot to smoke food?

Your mother did not lie. Running the microwave with nothing in it permanently damages the magnetron type tube that makes the microwaves. No liquid in the crockpot causes the bottom or sides where the heating coil is to overheat and will eventually crack the pot, perhaps while it is full of hot food. No, you can't successfully smoke food in a crockpot. You CAN smoke it in a wok (see various recipes for tea-smoked duck), but it ruins the wok for regular cooking and usually fills the house with smoke.
