Mint question

I am making red, white, and blue mints in little fleur-dis-lis patterns. I want to lay them in an American flag pattern on a cardboard cake rectangular sheet. Is there something that I can adhere them to the sheet with? I'm thinking something that will not pull cardboard up with the mint when someone takes one to eat, but allows the mints to not slide all over either. Egg wash possibly (might add an icky flaver)? Glycerin? Some kind of Royal icing (I don't think I can make this..)?

Help please!

Not egg. Coat it with foil and use a sugar water glue (thick boiled simple syrup, cooled).
